Auditor’s report – Timberscombe Parish Council Annual Internal Audit 2025-26
I have been pleased to check the accounts and minutes of Timberscombe Parish Council. The minutes, accounts and record keeping are clear and well organised – and show clearly the business of, and decisions taken by, the Parish Council during the year.
I am very happy to sign off against the control objectives in the internal audit, with the exception of the new objective O regarding digital and data compliance. I can see from the minutes of the April 2026 meeting that a course of actions have been taken and a policy adopted, but this is outwith the audit period reviewed.

Annual Governance Statement Question 10. – IT and Data management
Our IT consultant requested the release of a gov.uk domain for council documents and gov.uk emails for all councillors and the clerk but these took some time to come through.
The slow release of these domains by gov.uk and the workload of our IT consultant meant the we did not have the website and gov.uk emails in place by 31st March 2026.
We are now fully comply with the new IT requirements.
We have completed a data audit, adopted an IT policy, and updated the existing Data Management policy.
Data is protected on the parish laptop by AGV Pro security and passwords.
Data held on councillors’ equipment must be protected by biometric data or passwords/PIN codes.
The Clerk is the Data protection officer.
The new website has been checked for compliance using a Wave analysis programme and is compliant, as far as possible, given the limitations of the internet and website providers.
